Yard Sale Signage Blight

Why does this town allow yard sale signage posted on prominent places in town to be plastered and replastered without any accountability to the parties that hung the multicolored postings?
I'm weary of seeing shards hanging in the rain weeks later and adding to litter in the town....I believe hanging signs should be banned altogether or the addressee fined if the signs aren't removed in a timely fashion....
