Water Ban Starts Tomorrow A Phase I water ban will go into effect starting on May 24, 2013 and will last through September 9, 2013. Mandatory outside water use restrictions consist of odd/even watering. Even numbered houses water on even numbered days and odd numbered houses water on odd numbered days. Lawn watering is further limited to the morning hours between 5 a.m. - 9 a.m. and evening hours between 5 p.m. - 9 p.m. 4.
